- Description: St Albans Union comprised the following parishes: Harpenden, Redbourn, St Albans, St Michael, St Peter, St Stephen, Sandridge, Wheathampstead. The Poor Law Institution, built in 1835, was called 'Oster House' from 1930 and 'Osterhills' from 1946. Part later became part of St Albans City Hospital and part Waverley Lodge Old People's Home (see HSS 10/11). The Children's Home 'Harcourt' opened in 1911 and was closed in 1932 (see HSS 8/6).
When the functions of the Board of Guardians passed to the County Council in 1930, the St Albans Board of Guardians was succeeded by the St Albans Guardians Committee (see HCC37F and HSS 3/7).
